Step 1: Fertilization. Step 2: VA requirements. After a service member is referred to the MEB, MSC helps them file a VA Disability claim.
Step 3: C&P testing. After the VA Disability application is submitted, the service member goes to the VA for the C&P exam(s).
Step 4: MEB. At this point in the Integrated Disability Assessment System, the C&P test results are returned to PEBLO and the service member's physician writes a report ("Summary Summary" or "NARSUM"). This report summarizes the service member's medical history beginning with the C&P exam. The NARSUM is then forwarded to the Medical Evaluation Board (MEB) and the MEB determines the service member's medical eligibility for each condition. The MEB then forwards its decisions to the PEB and the MEB completes the process.
Step 5: IPEB. Once the Informal Physical Evaluation Board (IPEB) receives the IEP decision, the PEB process begins. The IPEB determines what conditions a service member qualifies for DoD Disability. Eligibility criteria must be Service related and not applicable to a service member.

Step 6: VA Evaluation. When the IPEB determines that a service member is ineligible, they forward the decision to the VA. In order for a lawsuit to proceed, there must be at least one improper condition. If both conditions are not met, the service member is returned to work and completes a comprehensive disability evaluation.
If the case is referred to the VA, the VA issues a military disability rating for each service member's condition. VA is the official rating agency for Disability and DoD Disability.
Step 7: PEB decision. Once the VA's assessment decision is made, it is forwarded to the IPEB. The IPEB uses the VA rating as the official DoD Disability Rating for service member's adverse conditions (note: DoD only awards disability for service member's Unfit for Duty conditions).
Step 8: Service Member Decision. The PEB's decision is forwarded to the PEBLO, who then consults with the service member. The service member then has the option to accept it or request a formal PEB.
The Med Board Isn't The Va, But They Can Affect Your Rating
Step 9: FPEB Application. If a service member disagrees with the PEB's determination that a condition is inappropriate, they may request that the case be reviewed by a formal physical evaluation board (FPEB). The FPEB then makes a final decision on inappropriate conditions.
Step 10: VA re-evaluation. If a service member disagrees with the VA's review decision, they may file for reconsideration. VA will review the case and make a final assessment. FPEB will then use the updated VA estimates, complete the determination, and close the DoD portion of IDES.
Step 11: Transition. When all decisions are final, the PEB either places the service member in TDRL or removes the service member from the military.
Step 12: VA Evaluation Decision. Thirty days after the service member is separated from the military, the VA issues an official evaluation decision and the comprehensive disability evaluation process is completed.
